Bill Clinton moved from health care to education.

He said that America needs to become the world leader in research and development.

Also an issue was "No Child Left Behind," which he said his wife would dramatically overhaul.

"No Child Left Behind says we are going to make up this learning gap by giving student five tests over five years and give the Erie School District money based on the results of those tests," Clinton said. "I see I have a lot of teachers smiling now."

He said the program now doesn't lead to educational success because it doesn't allow students to learn at their own pace and teachers are motivated to teach to the test for funding.

Hillary Clinton's alternative, he said, was for the government to take on some of the cost for training science teachers and improve performance the same way the military does -- find out what the best divisions do right, and apply those lessons to other divisions.
