At one time it was thought that salted minnows did not carry VHS, but this has since been determined to be in error. According to Tom Tarkowski, assistant regional supervisor for the Pennsylvania Fish and Boat Commission Northwest Region, the regulations are on-going and changing.
If the shiners come from a batch that has been tested and passed, they can be used; otherwise salted or otherwise packaged minnows may not be used.
Licensed seiners can take shiners in Lake Erie for use at Lake Erie, but they may not be taken out of the Lake Erie watershed.
Note that golden shiners are not on the list of fishes which are affected by VHS.
Tarkowski also noted that there is no problem with taking fish from one watershed to another within Pennsylvania, except that fish on the VHS list may not be taken out of the Lake Erie watershed.
Also note that the rules for transporting bait are much more restrictive in New York. When in doubt ,play it safe. Destroy your bait at the end of the day and do not take it elsewhere. In New York, use either certified bait or bait caught in the specific water that you are fishing.
